The Federal IRS regulation 1.162-5 allows a taxpayer to deduct the
cost of education that is an "ordinary and necessary expense in carrying
on a trade or business". The education must maintain or improve the
skills required in the your current trade or business and that’s
exactly what this does. If you own and operate a business you can therefore
deduct the cost of the manual on your income tax return as continuing
education expense.
